The New Jersey Department of Transportation (NJDOT) has issued a Disadvantaged Business Enterprise (DBE) participation goal for fiscal years 2026 through 2028. All recipients of transportation funding from the Federal Transit Administration (FTA) are required to set such triennial goals. The participation goal has been proposed at 14.82 percent of federally-assisted funding for that period, with 5.75 percent to be reached through race- and gender-neutral methods, and the remaining 9.07 percent to be reached through race- and gender-conscious methods.
The proposed goal is based on a series of considerations laid out by NJDOT in its DBE goal methodology document, taking into account a market area analysis, availability analysis, NAICS codes of willing and able DBEs, past participation, and more. While the goal is currently proposed, it has not yet been finalized, and NJDOT is seeking comment from interested members of the public (including those currently certified and those not currently certified as DBEs) on their experiences of doing and attempting to do business with NJDOT.
